The Subject of Decommissioning, from the Good Friday Agreement:

All participants accordingly reaffirm their commitment to the total disarmament of all paramilitary organizations.They also confirm their intention to continue to work constructively, and in good faith, with the Independent Commission, and to use whatever influence they might have to achieve the decommissioningof paramilitary arms within two years following the endorsement in referendum North and South of the Agreement and in the context of the implementation of the overall settlement..

The Independent Commission will monitor, review and verify progress on decommissioning of illegal arms, and will report to both Governments at regular intervals.


Both Governments will take all necessary steps to facilitate the decommissioning process to include bringing the relevant schemes into force by the end of the year.

This page contains several documents belonging to, and created by, members of  the Coalition. "The Way Forward" proposal is our full 18-page document which was created from the Joint Frameworks document and the Good Friday Agreement.

 

We are calling on the British and Irish governments to deliver what was promised to the people, i.e. the implementation of the Good Friday Agreement. There is clear language contained in both the Joint Frameworks document and the Good Friday Agreement which speaks directly to the two governments involved. This language specifically addresses the current impasse situation where one party has blocked the new democratic government from being set up and implemented. This does not,  however, negate the rest of the Agreement.

 

While we do hope for these changes to take place in the executive as it should be, we recognize that we do not need an executive to realize the remainder of the Agreement and that any parties choosing to boycott or block the government will return to share the governing processes once they are ready to fulfill their duties and enter into government with the rest of the political parties, and thus represent their constituents in the new democratic government.

The two governments have a responsibility as guarantors of the process and must maintain progress in conditions where GFA implementation is blocked

  • the right of free political thought;

  • the right to freedom and expression of religion;

  • the right to pursue, democratically, national and political aspirations;

  • the right to seek constitutional change by peaceful and legitimate means;

  • the right to freely choose one's place of residence;

  • the right to equal opportunity in all social and economic activity, regardless of class, creed, disability, gender or ethnicity;

  • the right to freedom from sectarian harassment; and

  • the right of women to full and equal political participation.
